Baku, host city of WUF13, will serve as the global stage for the Baku Call to Action, a shared outcome document bringing together stakeholder commitments to advance adequate housing.
The thirteenth session of the World Urban Forum (WUF13) will be held from 17 to 22 May 2026 in Baku, Azerbaijan, organised by UN-Habitat and the Government of Azerbaijan. The agenda will be the housing crisis.
The Forum gathers government representatives, urban planners, researchers, civil society, and the private sector to discuss urban challenges. This edition focuses on the theme Housing the world: Safe and resilient cities and communities, addressing a crisis in which nearly 3 billion people face inadequate housing, over 1.1 billion live in informal settlements, and more than 300 million experience homelessness. WUF13 takes place at the midpoint of the New Urban Agenda and will feed into the 2026 UN Secretary-General’s report on its implementation.
The host city has its own striking urban story. Baku was the epicenter of the world’s first great oil boom. By 1901, Azerbaijan produced over half of global oil output, drawing in the Nobel brothers, the Rothschilds, and capital from across Europe. That industrial past shaped the city’s architecture and ambition, and still echoes in its skyline today.
Participation is free but registration is required. Register by 15 May 2026. Registered participants can also apply for a free WUF13 special visa provided by the Government of Azerbaijan.
